Council's substantive answer was supplied only as a PDF attachment ('Response all information to be supplied.pdf', 30 Dec 2022), which could not be opened/extracted with the tools available in this research pass (direct navigation to the PDF is blocked and WhatDoTheyKnow's own HTML conversion of it is empty). The request itself asked, and given the 'Successful' status was presumably answered: how many refusal-to-assess appeals were registered this year and how many were upheld; how many refusal-to-issue appeals were registered and how many upheld; how many contents-and-placement appeals were registered and how many named the parental preference; plus EHCP headcount and mainstream/specialist/EOTAS split, and how many children have no placement. Figures NOT independently verified.
Caveat: Initial request was queried by the council as 'too imprecise' and required a follow-up clarifying the age range (0-25) before being processed. Actual appeal/outcome figures were not accessible to this research pass; a manual open of the PDF is needed.
