This site is built from a structured, sourced dataset — every figure traced back to a Freedom of Information response or an official statistic. The web pages are one view of that dataset. For SEND solicitors, EHCP advisers, researchers, and journalists who need more than the web pages, the underlying data itself is the product.

Free summary export

Every council's headline figures, one row per council, as an actual CSV rather than a description of one: download councils.csv. Appeal volume (real, DfE), EHC plan caseload and the appeals-per-1,000-EHCP rate (real, DfE), outcome breakdown (marked real or estimated), and that council's SENDIAS contact — plus a link back to the full sourced page for every figure. Regenerated from the same data the site itself runs on, so it's never stale relative to what you'd see on a council's own page.

What exists beyond the free export

• The full structured dataset — every individual Freedom of Information response's transcribed text, per-response caveats and stated licensing terms, and the complete decision-type breakdown per council. The free export is headline figures only; this is the underlying records behind them.
• Coverage tracking — which councils have a real answer, which have an answer stuck in an unread document, and which are genuine gaps, updated as more Freedom of Information responses land.
• The estimation methodology — the same pooled-rate approach used for England-wide figures can be run against a specific council, region, or comparator set on request, with the same transparency about what it does and doesn't account for.
