Leicester City Council initially refused the entire request under section 12 FOIA (cost limit) on 28 April 2026. The requester appealed on 2 May 2026, specifically arguing that Q8 (Tribunal appeals and concessions) is held by the council's legal team and does not require searching individual case files. The council's internal review response (30 June 2026, attachment '2026 06 30 FOIA 38111 Appeal Response.doc') was not machine-text-extractable in this pass, so it is unknown whether Q8 tribunal figures were ultimately disclosed.
